In the Cataraqui Source Protection Area, seven municipalities are responsible for implementing Part IV policies. To complete these requirements, four municipal and contracted staff have been appointed as Risk Management Officials (RMOs) and Risk Management Inspectors (RMIs) across the Cataraqui area. Municipal staff were appointed to retain the responsibility in the Township of Front of Yonge, Town of Gananoque, and Township of Leeds and the Thousand Islands. The City of Brockville, Township of Elizabethtown-Kitley, City of Kingston, and Township of South Frontenac have entered into independent contracts with a local firm to assist with providing risk management services.

Before acting as RMOs and RMIs, staff must be certified and appointed. Certification involves completion of a mandatory training course approved by the Ministry of the Environment and Climate Change.

The RMOs and RMIs work to ensure that requirements under the Clean Water Act and the Cataraqui Source Protection Plan are met. They provide necessary notifications, negotiate risk management plans (RMPs) for certain activities of concern, develop and distribute information packages for property owners and ensure information about activities in the vulnerable areas is accurate.

In order to assist regional Risk Management Officials the Cataraqui Source Protection Authority passed a Regulation to support screening of development applications by local municipal planning and building staff: Cataraqui Source Protection Authority – Authorizing Direction on Restricted Land Use Applicability.
