Cataraqui Source Protection Committee Commemorates 20th Anniversary of Walkerton Tragedy.

The members of the Cataraqui Source Protection Committee join with the members of other source water protection organizations throughout Ontario to mark the two decades that have passed since the water contamination disaster that led to a number of deaths, and many other lives irreparably harmed in the Walkerton area – view release.

Notice of Minor Assessment Report Revisions

The Cataraqui Source Protection Authority revised portions of the Assessment Report: Cataraqui Source Protection Authority (June 2011) to address updated resource materials made available by the Ontario Ministry of the Environment and Climate Change to comply with the Accessibility for Ontarian with Disabilities Act as well as some minor spacing errors. Source Protection Plan Approved

The Cataraqui Source Protection Plan was approved by the Minister of the Environment and Climate Change on November 26, 2014. It came into effect on April 1, 2015. View the approved Cataraqui Source Protection Plan.

Consultation – Changes to the Source Protection Plan

The Ministry of the Environment and Climate Change requested some policy changes to the Cataraqui Source Protection Plan. Two new policies dealing with the short‐term storage of liquid waste were proposed. They apply to the following areas:

  • Cana Subdivision (Kingston), Lansdowne, and Miller Manor (Mallorytown) Wellhead Protection Areas (WHPA) A and B
  • Brockville, James W. King (Gananoque), and Sydenham Intake Protection Zone (IPZ) 1


We consulted with municipalities and people directly affected by the proposed new policies (view the consultation package).

Comments were due by Tuesday March 25, 2014.

Proposed Source Protection Plan Posted

The proposed Cataraqui Source Protection Plan was posted on June 21, 2012. It was posted on this website and was available for viewing at the Cataraqui Region Conservation Authority Administration Office at 1641 Perth Road in Glenburnie (Kingston).

The Plan was submitted to the Minister of the Environment and Climate Change in August 2012.

Draft Source Protection Plan Posted

The Cataraqui Source Protection Committee posted its Draft Source Protection Plan for review and comment in February 2012. Three public open houses were held to provide an opportunity to learn more about the draft plan and related source water protection topics.

The comment deadline on the draft plan closed on Thursday, April 26, 2012.

Assessment Report Approved

The Ministry of the Environment and Climate Change approved the Assessment Report: Cataraqui Source Protection Area (June 2011) on October 6, 2011. Notice is posted on the provincial Environmental Registry website. View the notice (posting 011‐4726) at www.ebr.gov.on.ca.

Revised Assessment Report Released for Public Comment

The Cataraqui Source Protection Committee posted a Draft Amended Proposed Assessment Report on April 27, 2011. Copies of this report were available for review and comment on this website. Copies were also available to view at the Cataraqui Region Conservation Authority Administration Office at 1641 Perth Road, Glenburnie (Kingston) from 8:30 a.m. to 4:30 p.m. Monday to Friday. A public open house was held on Tuesday, May 10, 2011.

The comment deadline for this report closed on Friday, May 27, 2011.

Proposed Assessment Report Posted for Public Review and Comment

The Cataraqui Source Protection Committee posted a Draft Assessment Report for public review and comment in April 2010. Three public open houses were held in May to provide an opportunity for public consultation.

The report was also circulated to municipalities, provincial ministries and other organizations for their review and comment. About 125 individual comments were received, and each one was carefully considered by the Source Protection Committee and Conservation Authority staff. The public consultation and subsequent improvements led to the publication of a Proposed Assessment Report. This was published on July 21, 2010 for public review. The review period for the Proposed Assessment Report ended on August 20, 2010. The report was adopted by the Cataraqui Source Protection Authority and submitted to the Minister of Environment in October 2010.

Draft Assessment Report Posted for Public Comment

The Cataraqui Source Protection Committee posted a Draft Assessment Report for public review and comment under the Ontario Clean Water Act, 2006 on April 15, 2010. Its purpose is to summarize the findings of numerous recent technical studies, in order to focus attention on what needs to be done to protect local sources of drinking water.

Three public open houses were held in May 2010. Comments were received by the Cataraqui Source Protection Committee until May 20, 2010. These comments were used to develop the Proposed Assessment Report which was published on July 21, 2010.

Cataraqui Terms of Reference Approved

The Cataraqui Source Protection Area’s terms of reference (ToR) was approved by the Minister of Environment on May 11, 2009 under the Clean Water Act. Notice is posted on the Environmental Bill of Rights website. View the notice (posting 010‐6560) at www.ebr.gov.on.ca.
